Arun Jaitley

Arun Jaitley is a prominent Indian politician and a senior advocate of the Supreme Court of India. He has served on many important cabinet portfolios in the Atal Bihari Vajpayee Government, and the Narendra Modi Government.

Arun Jaitley was born on 28 December 1952 (age 66 years; as in 2018) in New Delhi. His zodiac sign is Capricorn. He did his schooling from the St. Xavier’s School, New Delhi in 1973. He pursued B.Com (Honours) from the Shri Ram College of Commerce, New Delhi. After his graduation, he obtained a Bachelor of Laws degree in 1977, from the Faculty of Law, University of Delhi, New Delhi.

In college, he was a member of the Akhil Bharatiya Vidyarthi Parishad (ABVP), and a student leader. In 1974, he contested and won the election for the post of the President of the Delhi Student’s Union. His election, as President, marked the end of an era, where the Congress Party had a stronghold over the university campuses. Once in an interview, as the President of the Delhi Student’s Union, he stated-

My election as an ABVP candidate marked a watershed in the student politics of the counry”

On 25 June 1975, during the Emergency period of 1975-1977, he saw a policeman talking to his father outside his house. Jaitley was an activist of the ABVP, and he had been selected by Jayaprakash Narayan as the convener of his youth committee- the Loktantric Yuva Morcha. The next day he organized the only protest in the nation; as the Emergency had been imposed. He had 300 people with him in New Delhi, and at the time he did not even know that the Emergency had been imposed. Mass arrests were made by the police. Jaitley was jailed for 19 months, in the Ambala Jail and Tihar Jail.

Arun Jaitley belongs to a Punjabi Brahmin Family. His father, Maharaj Kishen Jaitley, was a lawyer. His mother, Ratan Prabha Jaitley, was a social activist. He has an elder sister, Madhu Bhargava. He got married to Sangeeta Dogra on 24 May 1982. They have two children, Rohan and Sonali.

Legal Career

Arun Jaitley started practising law in 1977. He practised in many High Courts, and also in the Supreme Court of India. He represented multinational companies such as PepsiCo, Coca-Cola, and the Aditya Birla Group. He has presented a paper on “The corruption and crime in India before the Indo British Legal Forum”. He was appointed as the Additional Solicitor General of India in 1989. In January 1990, he was designated as a senior advocate by the Delhi High Court. In June 1998, he was sent as a delegate of the Government of India, to the United Nations General Assembly Session, where the Declaration of Law relating to drugs and money laundering was approved.

The High Courts of Chhattisgarh, Jharkhand, and Uttarakhand were inaugurated under his guidance. He had famous clients such as Sharad Yadav, Lal Krishna Advani, Madhavrao Scindia, and many more. Jaitley filed and worked on the paperwork for the Bofors Scandal investigations. In 2002, Jaitley passed the 84th Amendment to the Constitution of India; it enabled the freezing of Parliamentary seats until 2026. He the 91st Amendment to the Constitution of India in 2004; which penalised defections. Arun Jaitley stopped practising law on 3 June 2009; as he was appointed the Leader of Opposition in the Rajya Sabha.

Political Career

Arun Jaitley joined the Bharatiya Janata Party (BJP) in 1980. He was appointed as the President of the BJP’s Youth Wing, and the secretary of the Delhi Unit. He was included in the National Executive Body of the BJP in 1991. On 13 October 1999, he was appointed as the Minister of State for Information and Broadcasting (Independent Charge), and the Minister of State for Disinvestment (Independent Charge) in the Atal Bihari Vajpayee Government. In 1999, just before the General Elections, Jaitley was appointed as the spokesperson for the BJP. On 23 July 2000, he was given the additional charge of the Ministry of Law, Justice and Company Affairs; after Ram Jethmalani resigned from the post.

In the year 2000, he was elected as a member of the Rajya Sabha, for the first time, from Gujarat. In November 2000, Jaitley was elevated as a Cabinet Minister. He was appointed as the Minister of Law, Justice, and Company Affairs, and the Minister of Shipping. He resigned as the Minister of Shipping from 1 September 2001. He resigned as the Union Minister of Law, Justice, and Company Affairs on 1 July 2002; to join as the General Secretary and the national spokesperson of the BJP. On 29 January 2003, he rejoined the Cabinet as the Minister of Commerce & Industry, and Law & Justice.

In 2004, when NDA lost the General Elections, Jaitley went back to being the General Secretary, and the National spokesperson of the BJP. He was re-elected as a member of the Rajya Sabha in 2006 and 2012 from Gujarat. On 3 June 2009, he was chosen as the Leader of the Opposition in the Rajya Sabha by Lal Krishna Advani. On 16 June 2009, he resigned from the post of the General Secretary of the BJP; due to the BJP’s One Man One Post Principle. As the Leader of the Opposition, he played a crucial role during the discussion of the Women’s Reservation Bill. He also supported Anna Hazare’s “Jan Lokpal Bill” in the Rajya Sabha.

Jaitley had never contested an election since he was joined the BJP 1991. He contested his first election in 2014 from the Amritsar Lok Sabha Constituency, against Amarinder Singh. He lost the election, but he was appointed as the Union Finance Minister of India in the Narendra Modi Government. He was given the additional charge as the Minister of Corporate Affairs, and the Minister of Defence.

In September 2016, he announced the Income Declaration Scheme; a scheme started to unearth black money, and bring it back to India. During his term as the Finance Minister, the Government demonetised the Rs. 500 and Rs. 1000 banknotes of the Mahatma Gandhi Series. It was done to prevent corruption, black money, and fake currency. The Government also introduced new banknotes of Rs. 500 and Rs. 2000.

In December 2014, Arun Jaitley successfully introduced the Goods and Services Tax (GST) Bill in the Parliament. In February 2015, he set a deadline of 1 April 2017, to implement GST. In August 2016, after an Amendment Bill was passed, the GST Bill was agreed upon by the opposition. It was then sent to the former President Pranab Mukherjee. GST was launched on 1 July 2017, by the President and the Government of India, in the central hall of the Parliament. The launch was scheduled for a midnight session, and it was attended by many high-profile guests including Ratan Tata.

In May 2019, the BJP won the General Elections with a majority. Many media houses speculated that Arun Jaitley will be the Union Finance Minister again. On 29 May 2019, a day before the swearing-in ceremony, Arun Jaitley wrote a letter to Narendra Modi; requesting Modi not to include him in the Cabinet. He stated that he should be allowed some time off, to focus on his health and treatment.

Controversies

  • In September 2012, Arun Jaitley warned the Central Bureau of Investigation (CBI) on corruption cases against political leaders and the policemen of Gujarat. He stated-

    The cases filed against political leaders and the top policemen are an utter misuse of the CBI and they (cases) would not stand in any court of law”

  • In January 2019, Jaitley accused the CBI of “investigative adventurism” in regards to the ICICI Bank-Videocon fraud case. The CBI had named former ICICI Bank MD Chanda Kochhar and her husband Deepak Kochhar, as beneficiaries in the financial fraud. Jaitley stated that naming corrupt bank officials will not help in the investigation, but going after the real people responsible would help the case.
